Have you tried using the two pairs individually? That would be a start in determining whether any of the 4 DIMMs are defective.
Some motherboards will not run 4 sticks of some makes of RAM reliably. Sometimes you can help that with BIOS settings (RAM voltages and timings), but the BIOS options...

If they are real Windows 7 drivers (WDM 1.1), they may work for Windows 8 as well. Getting them to install may be a little tricky. (Compatibility mode?)

The last time I saw artifacts similar to those, it was because my graphics card had a hardware fault. I spent a fair amount of time checking the drivers and the operating system before I had the card repaired (probably replaced with a refurb). That fixed it.
