I don't know why, for some reason, my CPU is always at 100%. I double-check under the Performance tab and it confirms it.

Good thought, but libraries work differently than shell folders with various programs. For example old programs don't recognize libraries and don't work with them like they do with shell folders.
Changing the target location of the various special folders in the user folder like "Documents," "Pictures," etc. is very, very useful, especially when your OS is on an SSD and you're using a hard disk to access your personal files. I'm looking to create my own shell folders that work similarly...

Strange Issue with desktop flashing on and off
My friend's laptop is having a strange issue where the desktop flashes on and off with the theme color.
I did a virus and malwarebytes scan, and found nothing.
I turned off all startup programs except a few.
It seems to work fine in Safe Mode...

Using this brilliant program called Resources Extract, I can extract icon files from EXE or DLL files.
I'm having difficulty, however, finding the icons from external hardware and media (for example, the .ico icon for my Nokia Lumia 1020).
Many of the default device icons are located here...
Thanks for the answers, guys, but for the record I found the perfect solution.
The program is called IcoFX. You can edit each size of icon separately, and generate .ico files from PNG images.
If anyone has my problem with the gritty-looking icons, check out this program (it has a free trial)!

I'm trying to reorganize my PC files, and am creating custom icons to more easily identify folders.
For example, I have a folder dedicated to .ISOs (called Virtual CDs) and one for Books (see the icons attached).
I make them by using three PNG layers in PhotoShop...
Jim, not only did the program work just as you said, but it completed what I needed in less than 24 hours.
With Windows scheduling, I now have it set to run once a week.
Just curious - how often do you run the program?
