regarding 64bit/x64 KB3172729 for Win8.1, it was no longer offered after Jan. 2021 as the Jan. 2021 KB4535680 security update for Win8.1 x64 replaces it
KB3172729 on 32bit/x86 Win8.x systems, on the other hand, still needs it as KB4535680 is x64/64bit only and is not available for 32bit systems

only the July & Aug. 2021 security-only updates have flash removal. the Sept. 2021 security-only updates (like KB5005607 & KB5005627) DO NOT have them as Microsoft mistakenly mentioned them in their support articles but don't actually have the flash removal files

I got a recent response from abbodi in MDL forums and he told me this:

I will need to ask abbodi & few other members in MDL forums about installing recent security-only updates for Win8.x & retaining flash but the MDL forums is currently down, atm

flash activex gets removed with the Oct 2021 Win8.x updates (at least with the KB5006714 rollup as I installed that onto a Win8.1 OS and MUC claims that KB5006714 replaces KB4577586 for W8.1)
