    It's most probably a driver issue. If your PC/laptop has official 8.1 support from HP then you should contact them.

    Sorry for the double post. Searched a bit more in the forum, and Montenegrina's solution seems to work (thanks M.). Setting the Region/Location/Home Location to United States fixes the Weather app. This would be a bug, hopefully!

    Thanks for the update, Nemix. I've also switched from 8.0 to 8.1 and disabled Fast Startup to make it work. Wonder what Microsoft changed there to cause all these old laptops to freeze brutally at startup.

    Same here with an old Toshiba laptop. With Fast Startup enabled it always freezes during boot-up at the MS logo. With FS disabled, it's fine. 8.0 didn't have this problem (same drivers used). Tried both 8.1 update and clean install.
