You can sort the list on the CPU tab to put the highest usage first.

Win7 should be able to open *.themepack files; it's those *.deskthemepack files made for Win8 and 10 that don't work.

I get similar results with the same power plan but different machine.
Cooler power plan reduces clocks of CPU and seems the Intel HD graphics is affected as well since its located on the CPU.
