Solved NETFramework Failure to Install

I asked this question on the wrong forum, so I copy/pasted the most of it here.
I have searched and read and searched some more, and the more I find about this NET Framework installs failing on Windows 8.1, the more confusing it gets.

Trying to install a photo editing program on a HP laptop.
The laptop is Windows 8.1, but I figure the process should be pretty much the same.
When I begin installation, a box appears telling me that NETFramework 4.6.2 will be installed.
I click Okay and the process begins for a bit and then it stops and tells me that installation of NETFramework 4.6.2 has failed (5100)
I tried two separate installation packages, restarted the machine and tried again.
I have installed this same program on numerous machines with never a glitch, but it keeps failing on this one.
Is there some way I can download and install this NETFramework 4.6.2 prior to installing the program ?
Will the program installer then recognize that the necessary NETFramework is already there and proceed?

A bit more info on the situation:
When I look in "Programs and Features" on my main machine, Microsoft ET Framework 4.7.2 is displayed among all the other programs.
When I check "Programs and Features" on the problem machine, there is no NET Framework displayed of any version.

I am assuming that if the program requires 4.6.2 to install/work, that any later version would serve the purpose as well, right ?

Found and downloaded NET Framework 4.8 (supposed to be most recent)
Tried to install and got notice that I needed KB 2919355 before that would install.
Just have downloaded "clear compression flag" and KB 2919355-x64 from Microsoft.

Ran "clear compression flag" , it asked for Administrator okay, clicked Okay, permission box went away and nothing else whatsoever seemed to happen.
Waited a good bit just to be sure and then ran KB 2919355; it went through the process and then a box appeared informing me that "The update is not applicable to your computer"

I have tried #3 above a number of times to no avail.

What need I do now ?

The more I search and mess with this, the more I am convinced that nobody actually has a solution.
When I try to manually install NET Framework 4.7.2 or 4.8, I get a message saying must first install KB 2919355.
I have found all sorts of horror stories concerning KB 2919355.
I have managed to get the machine in shape to accept the KB 2919355, but I am not really sure I want to chance it; but then, any further attempt to upgrade NET Framework to a more recent version stalls out for lack of it.
I found the installed versions of NET Framework in regedit; it lists v2.0, v3.0, v3.5, v4.5.51641 as being installed; yet, it will not allow installation of anything more recent.
As best I can determine, the machine is now ready to accept KB 2919355; should I just shut my eyes and install it ?

I finally accomplished what I was after.
I can't say that I got it figured out, nor can I say with any certainty if what I did will ever work for anyone else.
After reading until my eyes were sore, I found "Security Update for Windows 8.1 for x64-based systems (KB2964757) without KB2919355"
The way that mess is worded, there are at least two possible meanings; it could mean that KB2964757 did not include 2919355 for whatever reason; or, it could mean that it was for a system that did not already have KB2919355.
I wasn't getting anywhere the way I was going; so, I installed KB2964757.
It failed on the first attempt and I figured the whole ordeal was just more time wasted; however, I made another attempt and this time it succeeded.
I restarted the machine.
Always before, whenever I attempted the install of KB2919355, it would fail with a message that the machine was not compatible; however, after installing KB2964757, I was able to successfully install KB2919355.
It took quite a while and I was beginning to think this was going to be another time waste, but then it finally completed successfully.
I did not see any of the negative issues that I had read plenty about = so far, so good --- I restarted the machine.
I tried installing my program; and, this time, when the program installer attempted the install of NET Framework 4.6.2, it went off without a hitch.
Unlike my other machines, this does not show up in the "Programs and Features" list; however, when I checked regedit, v4.5.51641 has been replaced with 4.6.01590
Once I achieved the successful install of NET Framework 4.6.2, my program then installed as well.

I hope nobody else ever has the problems that I just have experienced; but, I have listed as carefully as I could everything that I did to get past them.
Had I not been able to get this accomplished, my next step was to install Windows 7 in dual-boot configuration and make it the default system on startup and just leave Windows 8.1 there in the event that I may ever need it.
