Icon size in file manager?

I've never understood why newer versions of Windows gives you the option to select different icon sizes in the file manager but defaults to a list or details. I see there's a fix now for Win 10, is there one for Win 8.1?

The "Details" view layout is the default for the "General Items" folder template.

This is the same in all Windows.

If you like, you can change the view layout to a icon size you want instead, then apply to all folders or just folders using the same template.
