Taskbar disappearing when desktop is edited

Hi all,

I have been having some issues with my Win8.1 recently: whenever I edit my desktop (e.g. move a shortcut or file around the desktop), my taskbar disappears. I need to alt-tab it to a program (e.g. Chrome) to get it back.

Also, another issue that may be related to this. Some program's windows keep opening behind the current window.

Any help is appreciated,

Do you have to single-click for double-click on a program's icon in order to call up that program? I'm asking because if you were clicking and moving icons around, and Windows explorer is delaying the call ups, then the icons that were clicked earlier are now having their respective programs spring into action. This delay between single-click or double-click is very normal for me -- I have several software/hardware monitoring utilities active in the background.
