Windows 8.1 stuck

Hello! It's me again. So. I recently bought a.new pc. That's running a windows 8.1 - my problem is that when i turned on my pc i am stuck on msi pro series screen i can access bio and rubbish. But. Cant get to windows. The screen is stuck

P.S and when it's trying to automaticlly repair, after thespinning circle it shows me a black screen

Does your computer get stuck on starting Windows screen when you tried to turn on a computer? Here are a few steps to fix this issue:

1) start windows 10/8/7 in safe mode.
2) check and fix hard drive errors.
3) repair system with system repair disk (Bootable Disk)
4) Restore the system to the previous state
5) check system ram
6) scan virus in safe mode
7) Reinstall / clean windows
