Is there a free image creator that can burn an image of windows 8 onto dvds?
No trial version.
Can make the size of the hdd image smaller for installing on a smaller hdd.

There are lots of free ones which will do just Google and take your pick

The one I have used for a long time and highly recommend is Macrium Reflect -- and the free version provides all the functionality you need.

Image backup tools typically only backup the used portion of a partition or drive, so the resulting file(s) are smaller than the original partitions -- but they can not SHRINK the partitions, themselves.

If you want to image onto a smaller drive, you will have to shrink the original partitions to fit onto the drive.
