Service Host, Tasks Manager, and curiously Windows Explorer are taking an extremely amount of CPU Memory and Disk.

Whats up with that? Is it a virus? i download, probably 99% less than everyone in the Cuban State closed Island Called The Republic Of Bolivarians "Venezuela" mp3s (Mostly from my friends), one movie in 4 weeks, and some albums. Is that what is slowing down my system? (Windows 8.1) - Dell Laptop, 8 Gig.

My family has owned various corporations where they buy Pcs with Windows Licenses by the hundreds. Over the span of 50 or more years.

To keep this humble 700 dollar PC running I am supposed to stop downloading sporadically Torrents and live secluded from what's going on in the world of music and film, etc? When I know other people download 1000% more than I do, and even resell this stuff?

What's keeping my PC from performing up to its potential?

Thank you for replying. I'm doing another clean Install of Win 8.1, if it persists, I'll check under the hood and see if it goes way up in safe mode. Thank you.
