Icons Slow to Load at Logon & Blue Flash on Screen?

I've started having problems when logging on to my Dell Laptop running Windows 8.1 Pro. The icons are slow to appear after logon and I can't select icons with the touchpad. The screen then flashes blue and the icons reload after which the laptop operates normally.

I get an Error Event ID 1000 copied below which seems to be the problem. It points to a faulting module twinui.dll. Have you any advice how to solve this problem?

A couple of us have just interacted about "slow icon loading" so you for sure are not alone.

Explorer.exe is the process responsible for the icons et al - I have killed that process and restarted it when the Volume icon in the systray doesn't show up as it is supposed to.

If you do a Google Search for "twinui.dll" you'll see lots of folks with the same error - perhaps one of those hits will resolve the problem.

Post-post addendum: Though the "resolution" might not be the ACTUAL resolution, there is a thread right here about the same problem - years old: Can not access apps

Some results on Google search indicated the graphics driver may be a problem. I went back to the last Dell approved Intel HD Graphics Driver to no avail.

I then created a new Admin account and the problem does not occur in the new account but still does in the old Admin account.

The problem appears to be due to 'corruption' of the user profile. Is there a way to repair user profiles or am I just better off moving all the files and settings across to the new account and deleting the old account?
