Is mscories.dll essential? I don't see it on all my Windows 8 PCs?

Since it's for .NET Framework, I'd say some other program you have running may be using it.

Can I stop or remove mscories.dll?

Most non-system processes that are running can be stopped because they are not involved in running your operating system. Scan your system now to identify unused processes that are using up valuable resources. mscories.dll is used by 'Microsoft® .NET Framework'.This is an application created by 'Microsoft Corporation'. To stop mscories.dll permanently uninstall 'Microsoft® .NET Framework' from your system. Uninstalling applications can leave invalid registry entries, accumulating over time. Run a free scan to find out how to optimize software and system performance.

How can I track down what program I might have installed which uses mscories.dll to see if I need it?

I only see this entry when I run Autoruns as an Administrator account.

I think I'd better leave it alone since I'm not exactly sure what it does!
