Repairing problems detected by sfc

After running sfc /scannow the CBS.log reads :
can't repair bootmgfw.efi.mui, version 6.3.9600.17031 - file missing;
can't repair utc.app.json, version 6.3.9600.17747 - hash mismatch;
can't repair telemetry.ASM-WindowsDefault.json, version 6.3.9600.17747 - hash mismatch,
can't repair AMD64\CNBJ2530.DPB, version 6.3.9600.17415 - hash mismatch

I've tried Dism/Online/Cleanup-Image/RestoreHealth but no success.
The Telemetry files mentioned in KB3068708 are no longer available at Microsoft site.
I can't enter Command Prompt under "System Recovery" as the "Advanced Start Up" Screen shows only two buttons - Continue & Turn Off PC, the other two buttons (Use another Device for Start up & Troubleshooting) are missing. I also notice bootrec.exe is missing.
All these problems were detected after I tried to Install Windows 10 upgrade, both thru "Windows Update" & "using ISO image created with MediaCreationTool" - Installation failed at 24% with "Something Happened". The setuperr.log was blank.
Any solutions?

After running "PCFixit" Program the "bootmgfw.efi.mui" missing has been rectified, but the problem of "Telemetry" files remain. How to attach CBS.log? I find only attach "image"/"Video" button on toolbar. Also after running the solutions suggested by "genset" the "Recovery" option has been restored. But two important files :bootrec.exe & install.wim are still missing

The temeletry is a false positive that came with an update for windows 10.
Same for the utc.app.json.

To attach the cbs.log:
When you create a new quick reply scroll a little bit down until you see the 'Go advanced' button on the right of the quick reply.
Click on this button so you'll get the advanced options, scroll down again until you see the 'manage attachment' button in the middle of the additional options which you'll find while scrolling down.
Click on manage attachment, a popup opens with your attachment, in the right upper corner is a button, click on that button to add files from your pc.
