winlogon.exe error at shutdown

After installation of Windows 8 RP I was showing the "winlogon.exe-no disk in drive" error when shutting down. I had to manually hold down power button on computer to get it to shut down.
If anyone else is showing this problem here is the fix:

1) From the Metro "Start" page type "Shutdown Settings"
2) Click the "Settings" Icon on the right of the screen.
3) Click "Change what the power buttons do" on the left of the screen.
4) Click "Change settings that are not currently available"
5) Scroll to bottom of Dialog box.
6) Uncheck the box titled "Turn on fast startup (recommended)."
7) Click "Save Changes" button.
8) Exit Power Options Dialog box.

Doesn't work. It won't let me Open Shutdown Settings....all it does is show a blinking window for a milisecond. Thats all it does. Nothing opens at all.

Sorry Jeht - you are typing "shutdown settings" and then pressing <enter>, not clicking on the "settings" option on the right side of the screen, and following from there.

Another way is to type "Power", then select "Settings", and follow the first post above from item 3.

Settings Option??? And when I type power...all I see is power save stuff. Which you never explained. You didn't say anything about "power save options"
