Windows 8.1 System Restore failing, error 0x80070571

    Hello all,

I am new to this forum but I have been looking quite extensively through existing threads to hopefully find an answer to such a ridiculous problem (i.e. I've done my reading). With that said, I have attempted some of the advice that some of you have offered but to no avail.

So this is my situation: I have been trying to restore my Windows 8.1 64 bit PC to an earlier date, prior to installing Lenovo Power Manager 7.0 (Windows 7 version) on my Lenovo T450s . Although it has been running quite fine at times in Windows 7 Compatibilty mode, it still has issues as it doesn't remember my battery settings when I bring the PC back from hibernate mode. Anyway, I can't uninstall it the traditional way (i.e. there is no uninstall option) and don't want it on my PC anymore; so System Restore is my only desirable option at this point as I would prefer not to have to "Refresh" or Reset it back to manufacturer settings. However, System Restore is not working (this is my first time trying to use it). Every time that I try to, I get an error that "system restore could not be completed and nothing was changed", blah, blah, blah with an error code 0x80070571. [BTW, initially, the error code was 0x80070005 but through all the tweaking/changes I've attempted so far, somehow it evolved to the other.]

These are the measures I have taken with unsuccessful results:
    1) System Restore in Clean Boot and in Safe Mode (through the "Shift+Restart" advanced options)
    2) Disabled Antivirus and attempted System Restore
    3) Changed the Microsoft Software Shadow Copy Provider and Volume Shadow Copy to 'Automatic'
    4) SFC /Scannow - this one supposedly found a corrupt file(s) which could not be fixed; results logged in the CBS.log file
    5) Chkdsk /R - took a while to run but didn't find any errors
    6) DISM /Online /Cleanup-Image /RestoreHealth - 100% good
    7) My computer > C:/ > properties > Tools > check for file system errors - no errors found

**note: PC is up-to-date with Windows Updates, drivers, etc.

I feel like I am running out of options here. Do any of you have any more tips? Although otherwise the notebook is running fine and dandy, it is really bugging me that I cannot use this simple yet essential function, which I may need to use at a future time when the OS really craps out on me. Any help is appreciated.

    Thanks in advance,
    hau5junkie87

I'm not sure what good a system restore is, if you couldn't uninstall in the first place. It seems Power Manager 7 was for Windows 7 and below so it may not be working in compatibility mode. There are a few topics on this in Lenovo forums. Have you tried this, to uninstall ?

Run "C:\Program Files (x86)\InstallShield Installation Information\{DAC01CEE-5BAE-42D5-81FC-B687E84E8405}\Setup.exe" -l0x9 -AddRemove from an administrative command prompt. or in C:\swtools\readyapps\pwrmgrv directory Command line: "c:\swtools\readyapps\pwrmgrv\setup.exe -l0x9 -AddRemove"

If this works, there is a Lenovo Power Manager driver for T450S Windows 8.1 here. If not, you may be able to install it over the 7 driver and it may uninstall the old version for you - Lenovo Power Management Driver for Windows 8.1 (32-bit, 64-bit) - Laptop - Lenovo Support (US)

Thanks for the prompt response mrgeek! Unfortunately, those two options didn't work. I figured that using System Restore would forcibly uninstall whatever programs didn't exist at the desired restore point (just a supposition). And I'm posting on here, as opposed to Lenovo Community, because I would like to figure out why the heck this restore function isn't working on my fairly new notebook? I currently use it as a secondary PC and its almost bare bones as it is.

When you said can't uninstall it in traditional way, meant Programs and Features in control panel, where getting no uninstall option ? What Anti-Virus are you using ?

Yes, the program doesn't show up in Programs and Features and there is no uninstall .exe in the program folder.

Oh and using Bitdefender AV free edition.

Try 30 day trial of this program use force uninstall feature Revo Uninstaller Pro - Uninstall Software, Remove Programs easily, Forced Uninstall, Leftovers Uninstaller, Portable Uninstaller
But main issue is system restore not working, steps you have taken have not worked if done properly.
Try SFC then DISM and SFC again reboot then try restore, still does not work, chances may need to refresh PC.
Clean boot should of disabled your AV and other software completely is why i asked which one. Other reasons would be these, besides missing or corrupted system files.

Most likely those files can not be fixed in SFC are due to windows update,CBS log give you better clue if i am right.

jds63 -- thanks for your help man. So I checked out the Cbs.log and these are the two files that couldn't be fixed:

2015-06-29 22:23:14, Info CSI 00000519 [SR] Cannot repair member file [l:24{12}]"utc.app.json" of Microsoft-Windows-Unified-Telemetry-Client, Version = 6.3.9600.17842, pA = PROCESSOR_ARCHITECTURE_AMD64 (9), Culture neutral, VersionScope = 1 nonSxS, PublicKeyToken = {l:8 b:31bf3856ad364e35}, Type neutral, TypeName neutral, PublicKey neutral in the store, hash mismatch

2015-07-02 19:24:52, Info CSI 00000a1a [SR] Cannot repair member file [l:66{33}]"telemetry.ASM-WindowsDefault.json" of Microsoft-Windows-Unified-Telemetry-Client, Version = 6.3.9600.17842, pA = PROCESSOR_ARCHITECTURE_AMD64 (9), Culture neutral, VersionScope = 1 nonSxS, PublicKeyToken = {l:8 b:31bf3856ad364e35}, Type neutral, TypeName neutral, PublicKey neutral in the store, hash mismatch

These two particular files (in quotes) were scattered throughout the file, with perhaps some varation in the details (figure they're all the same). So does this mean anything to anyone? It's all gibberish to me.

Also, will be trying the SFC, DISM, SFC in the order you mentioned (crossing my fingers).

Believe those are due to Windows update KB322345 as some had this issue, some was fixed, as may fix for all by time Windows 10 comes out, not an issue won't cause you problems with PC. You are welcome for the help so far, hope we can find the solution though.

You know i had BitDefender 2015 gave me same issue, but i tried it in safe mode not clean boot, which clean boot should disable it from running. It did work for me in safe mode restore, but hated idea had to go there everytime i needed to do one.

Try uninstall Bitdefender anyway, see if happens again, be curious even though should of been disabled at point of a clean boot too. Always install it again. Seems be one major reason for this to happen along with corrupt files, missing files, software conflict and a virus.
