I know this, the photo mean is, the CPU clock always is maximum and system utilization just is on a core.
I can see the CPU temp By "AIDA64 Extreme", it is always more than 60oC!
I asked this question because the body of the laptop is always hot, and fans work with maximum speed!
If you figure out what is causing the mass amount of CPU usage and you fix it. It very well may fix your over heating issue. What I assume you are looking for.
In that case look under your process/service tabs in task manager, you can get a better idea as to what is running.

ok, have you tried booting into safe mode to see if you still have the High CPU usage?

All that is showing is what is being used in % from your CPU not temperature. When it says speed ( what you have highlighted in red) is not fan speed. That is showing clock speed.
I would deal with the amount of CPU usage your system is using first.
Find out what services are chewing up that CPU and try fixing that.
You can try doing a system repair on it. May help solve the issue.
