    CPU Manager?

    Hello, from time to time I notice (or hear via my computer's spinning fans) my CPU working unnecessarily hard while idle. Using the task manager I can sometimes see the offending background program that is using up too much CPU while operating in the background. I was wondering if there is a good quality CPU management program that can automatically and smartly limit or grant CPU usage to programs.

    The program with that job is the OS - it takes care of scheduling tasks and adjusting their CPU utilisation. It will run various tasks when the system is idle specifically so they don't impact on your use when you are doing something else more interesting.

    I'm not sure why you think these tasks are unnecessary - some of them might be (to you) but generally they are designed to make your PC run better. You can turn them off Automatic Maintenance - Enable or Disable in Windows 8 but I'd not really recommend it.

    You can reduce the priority of processes Processor Priority Level - Set for Processes in Windows 8 but the OS will give low priority processes full CPU anyway if the system is idle and nothing else is using it.

    What you could do is reduce the maximum CPU utilisation on a power plan Power Options - Add or Remove "Min/Max processor state" and schedule that power plan to kick in at certain times using task scheduler. That would work but CPU bound processes would obviously take longer.

    Some people swear by disabling things wholesale (eg Black Viper’s Windows 8.1 Service Configurations » Black Viper | but I think you are probably better off watching and seeing if there is something actually using a lot of resources first (most things don't and most things that do need to run) and then disabling it if you don't need it.
