Microsoft services are disabled

This is my first post, please guide me in the right direction if I've made any mistakes.

I have a Dell Inspiron 5547 running Windows 8.1 64-bit version. If you need any more information about my system specs please ask.

Ok, this was a friends computer and he told me that he couldn't connect to the internet so I said I would help. I have tried to reinstall the network drivers and the chip drivers, I even tried to update them by downloading the latest version and transferring them using a flash drive. That did not work so I went to msconfig and checked to make sure network related services were on since the drivers did not seem to be the issue here. From there I noticed that a majority of Microsoft Services were disabled. It wont let me re enable them. I have come to the conclusion that the problem here is that those Microsoft Services are disabled. I believe that by finding a way to re enabling them again it will fix the network issues. I have scanned the computer for viruses and tried registry fixing tools. I also tried booting up in Safe Mode but that did not work either. I can not manually start the services, it will not allow me to. That only applies to the services that were already stopped. I did a system restore and refreshed the settings too.

So I just went through the services on another laptop I have and there too are some services that are Stopped. Now I am no longer sure if the services not starting is part of the issue.

I have been using this tool for years(since Windows 7) and it has never failed me. It's the only repair tool I recommend.

Before you run it you have to turn the AV realtime protection off(defender or which ever is in use) until after the reboot, or else the AV can block some repairs.
You can also try it in safe mode.

That is not unusual. Many Windows services are started only when needed, and some by default are disabled. Many of those in your screenshots I have disabled on purpose (like Bluetooth) because I don't need them. I suggest you go to BlackViper's site (Black Viper | www.blackviper.com) and read up on what all the services are and what they do before assuming they are your problem.

So if the services are not the problem what would be? I am not able to connect to the internet wireless or through an Ethernet wire. I have tried troubleshooting the network. All other computers connect to the network fine, so I've ruled out the network as the source of the problem. Like I've stated before I already reinstalled the network drivers on the computer and the chip driver. I did a system restore and refreshed settings.

**It says no networks available.

I have tried to go on cmd and look at the IP's. I think its supposed to be at 000.00.0.0 if there is no networks connected to it right? I could be mistaken. It shows an IP address for the local network. I have it connected to the modem directly using an Ethernet cord.

1st of all, network adapter(s) 'alive' ? Check in Control Panel > Device Manager

Right click the realtek network adapter and check properties (should say This device is working properly). Even if saying it's ok, I'd use a connected pc to search for\download the latest\correct Realtek driver, save it to a USB stick, plug the USB stick into the recalcitrant pc, go to device manager, right click, properties, driver > point it to the USB. Install and restart pc.

When all this is done one may start looking for any problems with the pc\services etc.

I did what you said and nothing worked. I still have the same problems.

If the tests went ok and the network adpater shows "This device is working properly", & the cable\router\network card\driver is tested ok: go to control panel > network and sharing > troubleshoot problems, run the "internet connections" & "network adapter" troubleshoots. Post the exact messages appearing at the end of the tests.

The router works with other computers, wired and wireless. The Driver installed, I did a manual installation. It does show "This device is working properly" The troubleshooter is giving me this message "A network cable is not properly plugged in or may be broken"

Also check if "Network Store Interface Service" service is started. "A network cable is not properly plugged in or may be broken" looks like pointing to some hardware problem. Sorry am out of propositions, maybe someone else has some ideas about what could be checked next. As a last resort simply get one of these inexpensive USB wifi dongles and bypass the whole cabled network problem.
