Must troubleshoot Windows Update after EVERY restart

TiWorker.exe is always hogging half of my RAM and to fix it, i troubleshoot Windows Update where it fixes the following:

Code:
Potential Windows Update Database error detected 0x80070490
Windows Update components must be repaired

The problem is that i have to do this at every restart with he same results; "fixed."

How do i fix this?

Edit: it actually happens every time i do troubleshoot, not just after a restart.

Thanks for the replies and sorry for the slow response. i have been so busy. i will try the above methods. It seems like if it isn't TiWorker.exe hogging my resources, then it is updates.exe or svchost

i successfully downloaded updates, but it hasn't changed troubleshooting results. still the same old two problems that continuously get fixed. It TiWorker was hogging half my resources for a few minutes after login, but that seems to have subsided. i bought a bluetooth mouse, though, and when i connect it, my bluetooth keeps going on and off and on and off. i reinstalled the drivers and set Bluetooth AVRCP Devices power management to not turn off allowing the computer to turn off bluetooth to save power, but it did nothing. i tried to do the same to Bluetooth HD Device, but it crashes windows.

Not sure if the problems are related though. most likely not
