Solved Extremely High latency when nothing is open

This is a picture of the DPC checker with only chrome on new tab.
When nothing is on, the latency stays around the yellow zone in the 1000 range.
I first noticed this when I was playing League of Legends and the sound was extremely static-y and choppy, before, this never happened. It is a relatively new computer (4-5 months old) and an Acer Aspire V15 Touch. If you need any more information, just ask since I'm not entirely sure what to give :p.

I'm not really sure how to pinpoint anything. I'm not sure what to try either so I hope I can get some help here!
I'm no extreme tech geek so some detailed help would be useful.

per DPC Latency Checker the program does not give correct values with Windows 8

do you have any symptoms other than this program displays a bunch of red bars and probably misleading values?

to be quite frank I am not sure what this program is supposed to be measuring

Yes, over all lag and static and choppy sounding audio in numerous games and videos. They weren't staticy or choppy before.

recommend uninstalling the program and rebooting. See if the problem goes away

Rebooting solves the lag without anything open, but internet sites with sound still are staticy and lag a lot. The sound has a long beep sort of noise as well. The lag isn't only for one site or program.

A few questions:

Was this happening before you ran the DPC checking program?

Is this an internet only issue?

How do you connect (i.e. DSL, Broadband, Satellite)?
