Windows 8.1 Pro Built-in Defrag Tool Won't Open

I'm using Windows 8.1 Pro 64-bit.

I'm having problem to launch the built-in Disk Defragmenter. It won't just open.

I have tried the following steps based on the link:
  • sfc /scannow
  • Dism /Online /Cleanup-Image /RestoreHealth
  • restart the system
  • sfc /scannow

Here is the error message after running sfc /scannow
