Is System protection tuned on? Control panel>System>Advanced system settings>System protection> look at the available drives and see if system protection is turned on for C. drive. If not click configure and turn it on, I use 5% because I usually use my monthly system image if something should go haywire. You can also create a restore point here and see if it works. If you're using an SSD it could be turned off from the OS Optimization tool that comes with some drives like Samsung EVO and PRO series.

Make sure System Protection is turned on as described above.

Do not depend on the System Protection to create Restore Points automatically. From my experience the only times the OS automatically creates a Restore Point is before a Critical Update and that is not near frequent enough. I am not aware of any built-in setting that will create automatic Restore Points on a particular schedule. In general I manually create a Restore Point at least every other day and sometimes every day depending on what I am doing with the PC and if I am installing or uninstalling anything I might make more than one a day.

If your System Protection is in fact turned on and you cannot manually create a Restore Point then there are other issues that need to be addressed but until that is known I can't really suggest anything further.

Windows 8 not making Restore points.

Apparently Windows 8 and 8.1 does not make restore points like previous versions of Windows did. Installing, removing, and updating certain software will create restore points, so will updating some drivers, and of course critical updates. The problem is, you don't get to choose which updates are critical. I use Restore Point Creator. It makes creating restore points manually very easy. You can even choose unique names for the restore points you create. In addition RPC will allow you to set restore points to be automatically created on a schedule on a daily, weekly, or monthly basis. Just search for Restore Points Creator, and download it for free from Tom's Blog or from Major Geeks. I've downloaded it from there, so I'm pretty sure those are safe. It's pretty self explanatory, and he will respond to you questions if you need help not provided in the FAQ. I hope this helps.

My Restore Points are disappearing, too. Can you help me?

Specifically, when I backup with my disk imaging software. Yes, my disk imaging software uses VSS. What has been happening lately, is when my disk imaging software run as scheduled, and it didn't do this before. The selector in restore point creation and managing disk space that is used to set how much disk space is used for restore points, keeps being reset from where I had it to 1%. This causes restore points to be deleted. I have tried using an elevated command prompt to reset, and it works, I can reset the selector back to a higher level than 1%, but that does not stop it from being reset back to 1% at a later time or after restart. I also use Smart Defrag 3.3 to defrag and Fast or Fully Optimize my computer. This sometimes deletes restore points. I don't use their prioritize function because it did that. However, Smart Defrag ran it's scheduled defrag and optimize this weekend, and the selector was reset, not the programs usual modus operandi. SD 3.3 usually just deletes without resetting the disk allocation for restore points. It hapened again the next day, when my Disk image was backed up (incrementally). That reset the selector setting for diak managment to 1% and deleted restore points. I don't think restarting is causing the reset. I restarted my computer yesterday several times, while updating some drivers, and the disk manger did not reset my restore point quota. Please help. I care less about the cause, although that would be nice, and more about stopping this from happening. I set my reserve for restore points rather high, 20-30%. I know Windows will only let me keep 15 days of restore points, but lately, it's not even allowing me that. I have Restore Point Creator, and it is set to create a daily restore point, which the computer is still doing. They are simply being erased, most of them, when the disk quota is reset back to 1%. Please help me. . . .
