    Windows 8.1 not working right after optimize.


    I was attempting to clean up and optimize my toshiba satellite laptop by eliminating programs I no longer needed or wanted. After which I wanted to clean things up, so I downloaded Advanced System Care 8 from Cnet. Ran that, and ever since, things have been going nuts. I first noticed that I couldn't watch Netflix as protected video wasn't turned on. When I tried to fix it, certain parts of windows 8 immersive just don't work.

    Other issues started happening then. Like after booting, I'd open up IE and it wouldn't go to home page, because it'd been set to proxy. I never set it to proxy, it's suppose to auto detect wireless. The virtual keyboard or cmd windows would appear at random. Just a bunch of odd things like this.

    At first I tried to do a restore back to before I'd ran Advanced System Care. But it won't let me, because it claims I've virus protection on, yet both AVG and Windows Defender are turned off before I start the restore. So my next option was to use the recovery disks I'd created the day I'd bought the laptop. Can't do that either. I never get a prompt to enter bios, so I can get windows to boot off the DVD drive. I've tried escape key for 3 seconds then f1, or f2....everything I can find via google. Just before joining here I'd read I could use the command RSTUI from either cmd or run. From Cmd, I get "that's not a batch file" error, and from run I get a "cannot find this program" error.

    Could this be a virus that slipped past AVG and Windows defender? If so, I've no clue where I'd get it from. The only place I download anything is from Cnet.

    Your first failure was downloading from CNet read this. They use a download installer that can add a lot of dangerous extras.

    Secondly you do not ever need a system optimizer like IOBIT, WISE or Glary. Most are way to harsh, use too many resources, and really only the most advanced user will know what it's cleaning(and they don't need it). Windows has all the tools you need, but if you want a "One Stop Cleaner" use Ccleaner.

    I'm aware of the installer that Cnet uses. Can't tell you how many friends and family member's computer I've had to fix over the years because they didn't read every detail while installing software, downloaded or other wise. I've used CCleaner in the past, as well as RegClean. I had just actually read a review of Advanced System Care, and thought I'd give the free version a whirl before deciding which one to buy for my new laptop.

    What really has me stumped is the inability to access bios now. If I could at the very least get back into bios, I can change boot order and do a system restore from disks I mentioned. This is what's making me think this could be a virus. Seems like every avenue to fix the issues has been blocked.

    To get to bios there's F1 spamming(or what ever hokey your computer uses) or try first booting into safe mode then bios on restart after.

    I'd read I could use the command RSTUI from either cmd or run.

    rstrui.exe will bring up system restore---

    I've tried these things already! First I tried F1, then I read you could do hold down esc while powering on, wait till it beeps and then hit F1, then I tried F2, also F12. None of those work. I also tried rstrui.exe as well. From both command and run, both gave errors.
    Frustrating as all heck!

    I'll give that batch a try. There is one more thing that is odd about all this. Until it was mentioned here, I hadn't tried to boot into safe mode. I tried it last night though....and it didn't work. Actually it's pressing the any of the function keys that doesn't work anymore! For example, from a cold boot, normally I'd get the Toshiba splash screen with dots circling while it loaded windows. I've never seen a prompt to enter bio ever since purchasing the comp. I have gone into bios before using F1, so I know it should work. But now when you press any function key, I still get the Toshiba logo, but not the circling dots meaning it's loading anything. As soon as I let go of any of the keys it boots as normal. What in the world would cause that???!!!

    You don't just "press" the F key during boot, you have to start "spamming"(repeatedly tap) the key as soon as you turn the PC on until the BIOS screen shows up. Or have I misunderstood you?

    I just press & hold the Delete key to enter BIOS, as SOON as I see a black screen on restarting.
