My laptops performance drops drastically. Why does this happen? When my battery gets down to I think 9% or something like that, there's no point in even using the laptop since the performance drops so much.

Performance drops because your battery does not have enough power and your system is running on decreased voltage..

This is a normal result of a weak battery..

Read this tutorial from Brink on power plan settings(also the links at the bottom). Battery needs to be recharged. How long does it take to go from fully charged to 9%

So last night I tested this out and the performance of my laptop goes downhill around 10 or 11%, 9% is the critical battery level, once it hits 9% it shuts down.

It's probably worth generating a Battery Report so you can check the Design Capacity against Full Charge Capacity in the Installed Batteries section. The last section will give you actual time estimates vs design estimates in hours and minutes. This is mine which is a very new laptop. As you can see the design and full charge capacities are pretty close.

How old is the Notebook/Laptop or how long have you had it? Seldom will a Notebook battery carry more than a 1-year warranty.
