The thing that Windows Update uses to install Windows Updates.

The one I have is the windows modules installer worker or something like that, is that the same thing? Do I really need to have the auto update on?

Looks like you have an update that is hanging in the ropes. Go to this webpage:

    http://go.microsoft.com/?linkid=9830262

It is a direct download of the Windows Trouble Shooter. Open and run that. What does it say ?

    Don't disable it.
Try putting it on manual & see if it helps.

It means that an update initially failed and now the installer constantly tries to install it. If you disable the update installer, the high CPU usage will stop. But then you cannot install any updates any more. So that is no good.

Why don't you run the troubleshooter I posted above and then we'll see whether it could be fixed or whether we need to do further action.

If I put it on manual will I have to manually check for windows updates? Also, where do I go to look at the info in that picture?

    Yes, manually.

You look in Services by typing services.msc into Run.
    Scroll down to Windows Update.
They are listed in alphabetical order.

Couldn't I just change the settings in windows update under system and security to "never check for updates"? wouldn't that be the same thing as putting it on manual?
