    Try to temporarily disable your network adapter, I guess you are using wireless, see if it solves it.

    You could be misinterpreting the 'freezes'.

    Many processes DISM, scannow, disk clean-up etc.) have points where they seem to freeze but actually they are dealing with something and you just need to be patient (sometimes very patient) and resist the urge to reboot. Often they sit at this point for what seems forever, then you turn around for a few seconds and suddenly find they've finished (0-11% in 2 hours; 11-100% in 30 seconds would not be unusual).

    I did a disk clean-up a couple of weeks ago that took twice as long as usual, and sat at one point for a couple of hours or more, but it got there in the end.

    Once any process completes it's worth looking in the log to see if there were any errors and get the details. You may not understand them (I don't ) but you can post the detail here and there will be someone able to guide you further.

    Okay, I ran the code through cmd prompt, restarted, and sadly the disk usage is still up at 100%.

    Okay, update:

    I wanted to do more troubleshooting, so, after a restart, I opened up the task manager, and found Google Chrome was using the most disk now (it wasn't even open). After ending the process, the Toshiba Service Center filled it's spot. After ending THAT, it all began decelerating back to 5% disk...

    In Chrome settings, under "Show advanced settings", at the very bottom you can turn off "Continue Running Background Apps". For the Toshiba Service Center I don't know, on my Lenovo the Solution Center can be set to what I want for alerts, and turn off "send anonymous usage statistics" to control reads/writes to disk.
