Hi, I just installed windows 8.1 to my second hdd to wipe & zero filled the first hdd. But the recovery partition created inside the disk. How do I move the recovery partition from first hdd to second hdd.

Your screenshot shows no Recovery partition. The partition shown is the "boot" partition.

If you want to move the boot loader files into your Windows OS partition, a safe way to do this would be to install EasyBCD and use the option to migrate the boot loader files (BCD Backup/Repair --> BCD Management Options --> Change boot drive). Then, disconnect the first drive and confirm that Windows still boots. After that, you can remove the boot partition from the first drive.

By default windows will install to Disk 0.. So when you choose to install windows 8.1 it used disk 1 as the windows partition..

Right now you have the boot files and windowsRE (recovery Tools) on disk 0 and the actual windows partition on disk 1..

Disk 0 is usually the first bootable device the bios looks for.. You should have wiped and installed windows to disk 0..

and then swapped that drive into bay 2 (If you really feel a need to have disk 1 as the bootable drive using bay 2)..

then setup your bios to boot from bay 2, disk 1
