Should Windows RE tools drive be optimized?

I have just defragged my laptop and in the Optimize Drives it reads that the drive, Windows RE tools, needs optimization. I thought this drive should not be optimized so why does it say that it Needs optimization (17% fragmented). :huh:

You can optimize if the system lets you.. re tools is a few smaller files and a 300mb .wim file
