.doc files will not open in Word 2003 from File Explorer

I have a laptop with Windows 8 and Word 2003 installed.
When I double-click on a .doc file in File Explorer, a warning window comes up that asks whether or not I will allow a program to make changes to my computer. When I click yes, Word 2003 opens, but the file does not open. There is a warning message that says that there was a problem sending the command to the program.
If I then click file-open, I can go to the file that I was trying to open from File Explorer, and the file will open normally.
How can I fix things so that I can open .doc files from File Explorer?

Windows key + R and type regedit, create a backup (Export) of regedit before doing the following
Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\
