Proccesses running after I closed the program/browser

Hey. I have a little problem - after I closed, for example, Google Chrome it keeps running in the background - not a process like "Spotify Helper", but as if it still was open. If I want to access Chrome again, I'd have to manually close the process in Ctrl-Shift-Esc. I've only seen this after getting Windows 8.1, and it's not sometimes - it's always.
This happens when I have been playing games like Minecraft for about an hour or two, other stuff starts not to work properly, I can still play without any issues, but my Spotify won't search (just gets to white screen) Google Chrome and EI just won't show anything, just the layout and then white screen where the website should be.
I have no idea what to do, going to DreamHack in 20 days, and I've tried to fix this for months.

Hope you guys got some answers, I will gladly tell you which drivers, graphic card n' stuff.

For Chrome check in the settings, click to go to the Advanced Settings section

At the bottom of here is a tick box for Chrome to keep running after you close it, try removing this tick to see if it closes fully

It isn't just Chrome, it's like my computer freezes, without freezing my game.
It also makes quite a lot of noise now-a-days

Then maybe you could try and describe this noise to us since we aren't there to hear it ourselves.
