Also look for chipset driver updates check manufacturer site of your motherboard. Even for any other updates.
Using a USB Hub ? Possible have USB 1.1 and 2.0 on system.

All usb 2.0 and chip set is updated all ready did that last month with latest one, its only the keyboard and mouse that show this i can unplug the keyboard and plug in a usb 2.0 thumb drive and it shows usb 2.0. but keyboard show usb 1.1 as well as mouse maybe its suppose to be like this. I don't get any error about faster or nothing. as they are usb 2.0 ports, it even shows this when i take the keyboard and plug it into a usb 3.0 port it reverts to usb 1.1 as well as the mouse.

O.K., no problems with keyboard then ? Still try to narrow it down to the mouse software drivers, by removing them see how it works with Windows 8 Drivers as said before. Seems as though when you just updated it this is when issue occurred.

Nope keyboard works a ok? so far mouse seems ok since i updated its software, still trying to figure out why it would identify as usb 1.1 when everything else i plug in to the same ports says usb 2.0, is wired but maybe they are designed like this, i cant imagine it though as there less than a month old. The keyboard does have a hub in it maybe that is it? but it seems to identify my usb 2.0 stuff to though.

Alright i had this confused, i thought either you never tried to update the software or this happened after you updated the software, but i see now you had just updated the software and it seems fine, that's good to hear. Post back to let us know how it works.

Where are you seeing it show as USB 1.1 ? And could be right that this is just the way this keyboard and mouse work as 1.1.

OH PC Doctor USB port test says that my keyboard and mouse are running USB 1.1 Full Speed. and other devices are usb 3.0 super speed and usb 2.0 high speed. But like i said i can unplug the keyboard and the mouse and plug a usb 2.0 thumb drive in and the ports are usb 2.0.

Not familiar with this program, does seem odd that it is running at USB 1.1 speed. Yes, seeing as thumb drive is working in same port as 2.0 speed.

Looking through specs of mouse i do not see where it tells me if it is USB 2.0 or 1.1 even 3.0 , figure most products are USB 2.0 or 3.0 capable these days.

This is the new drivers software you said you put it in and it works fine now,

yes thats correct i also updated software on keyboard so i have two different ones as the keyboard runs steelseries engine 3.0 now. but mouse is still that one. I cant for the like of me figure it out as well very strange in deed. this is pc doctor its installed by default and is one of the only few programs i kept from alienware dell. PC-Doctor Computer & Android Hardware Diagnostic Software Tools, PC Repair Kits yes it auto updates the firmware when you install the new software its the nice thing about steelseries.

Well firmware update was my last guess for mouse as issue with USB. Although i do not feel may be software of these components causing that issue. You did say lag and stutter on mouse went away with software update ?

And other devices plugged into same port register as USB 2.0, because my other thought was Drivers for USB Serial Bus Controllers and or chipset drivers which you said were recently updated.

Not sure if this is way it is suppose to work, the mouse, from research at SteelSeries it does not specify anything related, just saying it's USB, not which type ( 2.0, 1.1, 3.0) , the Firmware update stated it fixed issues with USB 3.0 which is odd to say it would only be USB 1.1, but on UEFI.
