Every operation on flash drive requires confirmation

Hi, I have a 32 GB NTSC flash drive (formatted on an XP machine). When in Windows 8.1 it asks me to confirm every file operation: create a new file, name a newly created file (not rename, but name it for the first time when it doesn't have any name yet!), delete it, copy another file to the flash drive. When I open a newly created and named file, type a few words in it and try to save it, instead of just saving, it opens a "Save as..." dialog and finally doesn't allow me to save it ("Access is denied").
I changed ownership of this flash drive to current owner (with administrator rights), but it didn't affect anything.
Another drive is 1GB and FAT (also formatted on XP) and it doesn't have any of these problems.
What's going on here?
