    Programs won't open on PC startup for about 40-60 seconds


    I'm on Windows 8.1, and been experiencing a 40-60 second delay with certain programs not starting immediately upon booting to my desktop. The problem is not experienced in safe mode.

    Typical scenario: I turn on my computer from being completely off, the desktop loads and loading cursor disappears. I proceed to open a picture located on my deskop, nothing. I try again, nothing. I then try to start task manager, nothing. Then about 60 seconds later all the programs I launched open all at once.

    I also experience this with some core windows features like MSConfig, and even with Google Chrome. Windows explorer appears to load fine though and I can typically start browsing my files right away.

    (Computer is ~month old build)
    Windows 8.1 64-bit
    Samsung Evo 250gb (boot/programs drive)
    Asus Z97-A motherboard

    I followed the thread but Unfortunately it didn't help

    I feel like it's one of the startup services lagging behind holding everything else up.

    Still looking for help on this matter.

    In that case, you could see if troubleshooting with a clean startup may help to reveal what the culprit is using a process of elimination.

    Ok so running through this I encountered another issue. When I disable all the non-Microsoft services and his OK MS config freezes (not responding) and I cant start any programs. Not even Task Manager. When I go to restart it shows the "restarting" screen but never actually restarts. This is the same every time I try it.

    You should be able to perform a hard shut down and restart by pressing the power button down on the case until it powers off, then quickly press again to power on the PC and start Windows.

    Ya, that's what I've been doing.

    The problem is that the changes to MSconfig services don't take any effect.

    In that case, you could try doing a system restore at boot using restore point dated before you had these issues.

    My system is less than a month old. I built it myself the end of September. And it looks like the earliest restore point is after these problems started.

    If you are still able to boot into Safe Mode, then you should be ale to use Part Three in the same tutorial to undo the clean boot.

    If all else fails, you could also refresh Windows.
