    So this is my cpu when I am doing nothing, I have a browser open. It looks normal but sometimes processes like WMI Provider host (dont know what that is) reaches 30+ cpu, service host local system reaches 50+ cpu, even google chrome reaches 15+ cpu just sitting there. And not just one a time, pretty much all of them have high cpu at the same time and it gets really stuttery and sluggish.

    Any way resolve this?

    Ps: No I dont have 2 AV running at the same time, my only start up program is avast, yes I use cleaners, I optimize my computer, clean drivers and defrag them.

    None of this is necessarily unexpected. Modern operating systems will put off doing some routine tasks until the computer is idle. That way it doesn't get in the way of what the user is doing. Even web pages these days are rarely just static content like 10-15 years ago, now they're full of scripts and all manner of other stuff that can eat up CPU time.

    What the problem is, in large part assuming your listed system specs are accurate, is you have a very low end system. So even routine tasks can seem to take up a considerable amount of CPU time, simply because there just isn't a lot of CPU time to go around. Of course you make things worse by trying to use programs to "optimize" things. Assuming "cleaners" means registry cleaners, those programs tend to create problems not solve them. Anyone who knows even the very basics about databases will be able to figure out how completely unnecessary those programs are. Even assuming you have hundreds of orphan entries in your registry, it won't hurt anything and the amount of drag on performance it causes is miniscule to the point of effectively being zero. Defragmenting also only helps in cases where disk throughput is the limiting factor on performance. So it speeds up your boot times and opening programs a little bit, but that's generally about it. Once something is loaded into memory, it doesn't matter if you have 0% fragmentation or 100%, performance will be exactly the same, all else being equal. People also seem to have this odd obsession with removing temp files and browser cache as if that will somehow speed up computer performance, when it's the exact opposite. Some programs are bad about cleaning up after themselves, but deleting temp files won't improve system performance even a little bit. Best case scenario is it's not being used at all and it's no different from deleting any other file. Assuming it is being used by a program you can cause it to crash or act erratically by deleting it or the program will just have to stop for a moment to recreate the file you deleted. The latter is how it works with web browser cache. I don't care how fast your internet connection is, nothing to date can match the speed of a local copy; they are all several orders of magnitude slower. So why download a fresh copy of the page when you've got a perfectly good copy on your HDD already? If the page changes, the browser will figure that out and get a fresh copy automatically... Unless some "optimizer" decided to alter the default settings. So in addition to just having a very low end computer, someone's been filling your head with a lot of very bad advice on how to speed it up.

    Google chrome can sometimes cause the system to go nuts!

    Close all Chrome processes, and see if that helps.

    If it calms down, then try updating your chrome version, or use a different browser like Opera

    Also make sure that there is no IEXPLORE processes open if youre not using Internet Explorer, malware will usually open browsers even if youre not using them.

    I also see in your system tray, that you have a PC issue that needs resolving, if any of them are windows update, please address them.

    Also do a spyware and malware check. These are 2 you can use for free

    Opera is based on Chromium now, so it and Chrome are essentially the exact same browser, just a different interface. On Windows you are down to three choices: Internet Explorer, Firefox and Chrome. Everything else is using the rendering engine of one of those three browsers so comes with all the strengths and weaknesses inherent with that rendering engine.
