Solved Graphical Stuttering/Jerking on everything moving

It's hard to explain but sometimes when I start up my pc and the Windows 8 loading screen comes up, (That purple screen that says loading and the dots going in circles) I know that there are going to be some stuttering problems whenever I watch a video (Youtube, MP4) or play a game. Restarting is a temporary fix that I do but it comes back afterwards.

Is there a permanent solution to this?

How long has this been going on and what antivirus program are you running.

Been going on for about 2-3 months. Using AVG

Uninstall AVG and just use Windows Defender for now and see if it still happens.

It doesn't look like it's doing the thing this restart

I recently installed a game, played it, and noticed a MAJOR instance of this.

Anything else to try?

UPDATE I updated my AMD Catalyst thing. Will this do anything?
