Is my GPU being bottlenecked by my CPU?

I can see that the max usage is pretty up there while playing Watch Dogs, but do those few percentage points away from 100% mean that it's not bottlenecked, or should I look at getting a better CPU?

I consulted some game forums and other people are relating low FPS with 290X and FX83xx in Ultra Specs.

R9 290. Watch Dogs runs pretty well until I hit Ultra textures, then I drop below 30 FPS quite often.

Official Requirements for Ultra Settings:

Core i7 4770k or AMD FX9370
GF GTX780 or ATi R9 290X

Cant you get more juice from CPU/GPU with some OCing?

I probably could OC both up to those standards, and I may actually give that a shot, but I've got a nice chunk of money coming to spend on computer parts, so I'm thinking about bumping the CPU up to a 9590 and grabbing another 290 for Xfire.

Looks like I've got a sufficient GPU and RAM for Ultra settings, but the CPU is just short, so I guess that is where the bottleneck is.
