    Since D: is a data drive, I wouldn't have system protection turned on for it.

    Did you ever have the D: drive connected to another computer that had system protection turned on for it? If so, that could be why the folder was so large when it was turned off on this PC.

    For how much to set for C:, it would depend on how many restore points you would like to keep on hand.

    Probably Shadow Copy's You can clean up by right clicking the hard drive in explorer and choosing properties, disk cleamup, then system cleanup.. then More tab... delete all the restore points except last most current, and excess shadows from there.
