Enabling "Startup Apps" option in the CACS window

I have Windows 8.1 Update Enterprise 64-bit.

I noticed that, in the "Change Action Center settings" window, the "Startup Apps" option is disabled. How come? How do I enable it?

What is the purpose of this option?Thanks

Hopefully other users will be able to provide you a technical answer to these questions (I've just answered your related post on ''Windows Backup'' within CACS)

But I'm wondering, when you say these options are disabled, are the boxes for ''Startup Apps'' and ''Windows Backup'' not checked for you, but simply greyed out?
