Two days ago I started up my gaming PC in the morning and I noticed that system wide (every app, program, and game) there was constant stuttering. I don't have a virus, I ran CCleaner, and I didn't install anything. It just did this out of nowhere. It's really annoying and sometimes it freezes up.
