I get this error on boot:

The server {F9717507-6651-4EDB-BFF7-AE615179BCCF} did not register with DCOM within the required timeout.

This person had similar experience but he is on Windows 7:

Dcom Errors 10010

I formatted and clean install but same thing happening after all the Windows update (probably one in May or June). So it's related to WinInetBrokerServer, I messed up the permissions before the format and got a host of other DCOM errors like 10016 and stuff too. But right now without modifying anything it's just this one error on start up every time.

Yes I did and nothing. On Google, only few German site forum people have this problem and they don't have answer either.

The funny thing is, I became aware of this Site just for the same problem you are having now AND there seems to be a solution....
Do a search exactly as written :

Those are 10016 error messages related to permission, however this is 10010 and WinInetBrokerServer is not under any classid only appid and it is in a few locations. The 10016 I got before was when I tried to mess with the permission and not only did it not fix it, made it worst with more errors.

I don't suppose you remember how you fixed this? I have the same Windows Event View error every time I boot up the computer relating to WinInetBrokerServer and can't seem to fix it!
