Power Plan options not affecting performance

Hello there! For the longest while I've had issues with my Windows 8.1 ignoring my selection of power options. By this I mean by CPU will stay clocked at 1.4GHz when it should be hitting around 2.3GHz when I set to high performance from power saving mode.

In the past it's cleared up by itself or through reboots but I'm thoroughly pissed off and I want it fixed.

Would anyone know what the cause of this could be? Thanks!

Hi Stryking,
This is only a guess as you did not fill in your specs.

If your running an OEM,(Dell,Asus,etc).
They tend to include thier own power plans so you could have changed the MS one but not your OEM's.

Not necessarily - they usually provide also dedicated software for power management. I find the one provided by Lenovo as very useful. Others, as "mine" Dell provide application aimed only to optimize your battery performance (though Dell support promises to develop additional functionalities).

In most cases you will find also some power-related options in BIOS.

But as the hawkman says - in most (all?) cases such settings will override Windows native power management.

Oh I posted here... Wow I'm so sorry for not following up.

I filled in my specs for you guys, sorry for not doing that before.

After going into Samsung's Settings app I ensured that my computer was not in silent mode and that eco mode was disabled.

When I restart my cpu speeds up and slows down fro a little but then levels out at 1.8Ghz no matter what I do.

AMD has a C&Q (Cool and Quiet) utility, see if that is installed, it overrides all other settings as it works directly with BIOS.

The C&Q utility is not on. All the catalyst control panel options appear to be in order as well.

For some reason my computer either levels off at 1.8Ghz or 1.4Ghz... Not sure why it isn't consistent

How about "AMC CCC" or "AMD Engine Vision Control Center" ? Do you have that installed ? There should be CPU Overdrive and Graphic Overdrive that have settings for clock settings in "Performance mode" that could be set to lower limits.
