When I try to check for a solution to a problem (Control Panel\System and Security\Action Center\Problem Reports) a warning appears telling me to connect to the Internet or to try later…

The problem is that I am connected to the Internet while I receive this message and now I do not see any other way to check for solutions.

Anybody can help?

I can't help with the problem but just want to comment that this is just another example of poor customer service by Microsoft. :(

Nobody ever accused them of good service, them and almost all of big corporations, they just don't care about little guy but would gladly sell you some "extended service", "extended warranty" etc. Letting people die because they would not make a 15 cent change to ignition lock like GM did (even with thousands of complaints) is just part of it. What to expect from a SW company than.

What about: Control Panel / Troubleshooting / Help and support ?

I found the answer accidentally… I am in a metered Internet connection and somehow windows think that I am not connected at all!!!!
If you right click your connection and set it as a non-metered connection then everything is alright!!!
