Fix for Windows 8/8.1 100% disk usage?

Hi there, I encountered a problem a few weeks ago after I refreshed my laptop when it started refreshing the desktop constantly to the point where I couldn't do anything. After the refresh, the desktop was back to normal, though I noticed my disk usage in the task manager was constantly at 100%. I've been troubleshooting this problem by upgrading from Windows 8 to 8.1, I've run chkdsk.exe /f /r, I defragged the disk, ran a virus scan, etc. The only thing that helps this is disabling the service 'superfetch' and/or 'Windows search', though the problem can still arise after doing so. Every now and then the disk usage goes back to it's regular 2-8% but then randomly shoots back up to 70-85-99-100%. It's causing some occasional slowdown and I have no idea what the fix is.

Here's a screen cap of my resource monitor when it's at 100%:

And here are the specs of my laptop:
    -Model: Acer Aspire V5-552
    -CPU: AMD Quad-Core A10-5757M @2.5GHz
    -RAM: 6GB DDR3 Memory
    -HDD: 1000GB
    -OS: Windows 8.1

Please help me resolve this as it's driving me nuts trying to fix this once and for all.
    Thank you in advance.

I would probably put a check mark in the svchost.exe (LocalSystemNet...) entry in the Resource Monitor and see what it shows as being used. Maybe that will give you some insight. Mine only runs occasionally and seems to be writing to a log file and one other thing.

Since I don't use OneDrive, is yours set up to sync, are you using the Microsoft user ID for your system or a local user?

At the moment the disk usage is low but I know it'll spike up again soon. I don't know what triggers it to be honest. I'll report back once it does.

I haven't synced up with OneDrive, I just went against using it when Windows 8.1 was set up. And I've been using a Microsoft ID since last night when I updated to 8.1. So, this was happening even while I was using a local user account.

I had everything checked to sync and don't use nor need half of it. I began turning things off. I have a desktop constantly refreshing and disk at 100%. I was searching for my post from yesterday and stumbled here so this may be part of the culprit. I was unable to restore but after undoing the failed restore it isn't refreshing quite as often. Was every 30 seconds now every couple minutes. I may be getting somewhere. Turning sync's on manual now. See if it makes a difference. Did run sfc, dism, not chk disk yet that's next. and ran sfc twice after dism so any suggestions welcomed. this pc has been problematic since week 2 (December 15 2013) had it in twice already for new motherboard (they said replaced it twice but people LIE). Anyway, any suggestions more than welcomed. thx vii dii
