CPU Hogging: Firewall, Diagnostic Policy, & Base Filtering

These three services (Windows Firewall, Diagnostic Policy Service, and Base Filtering Engine) running in a single svchost, frequently hog nearly 50% of my CPU (Intel i5 third-gen). How can I improve this? My fan is nearly constantly running. Is there any way I can make these services a little bit less aggressive or something to improve performance of my computer? Thanks!

Any ideas on how I can tone these down? I don't want them to be so aggressively hogging resources on my computer.

Did you try shutting them down, one by one and see which one it is ?

Okay, I tried that. It appears to be the Diagnostic Policy Service. Not sure, but this may be consistent with seemingly hardware issues I've had with my mouse and trackpad. The Diagnostic policy service won't shut down/stop and continues to hog a lot of CPU. Any suggestions on how to proceed?

Edit: I've disabled the service for now and my CPU usage is down to normal. Also, my fan temp has dropped 30 degrees to 130 which is also normal. Even more wacky, the mouse problem that me and a tech guy were convinced was hardware is now functioning again!

So. Now my question is: how did the DPS single-handedly bring down all those problems, and why? And is it safe to leave the service disabled?

Not sure either but if something is suspected of malfunctioning (real or not) service is expected to kick in and anything involved with imaginary or not problem would have to share same resources so it might impact performance and make everything work harder. As DPS does not have any dependencies, keeping it disabled or on manual should not make any difference except for it's primary role. You probably have some driver or IRQ or memory conflict with those devices you mentioned. Once you resolve a problem causing DPS to run you should be able to turn it back on. Drawback is that while DPS is not running you won't get help from system in resolving those other problems.

Hmm. Could the Apple magic mouse be conflicting with something? How can I find conflicts?
Try events viewer or if it has Resources in it's properties.

Reformatting the computer has fixed this CPU problem, but the mouse still isn't working. I'm inclined to think it's more a hardware issue as it has persisted throuh two windows installs, a linux live CD, and several setup routines. Not happy. Maybe a new cable is in order.
