Windows 8.1 Pro 64-Bit Spring Update

Bit OS what do you use? 64 Bit? Do not be surprised, I also like that and the result is still the same, better re-install it mas because when using Windows 7 x64 in a minimal specification, examples 2GB RAM without VGA it only makes Windows more weight.

    100% Disk Usage Questions

Did the laptop use 100% disk out of the box?
Do not remove the antivirus. Maybe delay running a scan until you do not need the computer.
How much physical RAM memory does the computer have?
What is running on the computer?

    Resource Monitor Sliding (Variable) Scale

Your disk IO looks fine. The Disk Transfer Rate and Queue Length are on a variable scale. The Resource Monitor window below shows how the scales vary compared to your Resource Monitor window.

This Resource Monitor screen shows a scale of 100 MB/sec and a Queue Length of 0.5 and a total of 16,703,913 B/sec. These numbers are greater than yours by a factor of 50.

The sliding (variable) scales make it look like the rates are at 100%.

Thank you for posting your Resource Monitor screen, which diagnosed that you do not have a problem.

    Values for Disk Queue Length

Yes, I'm sure your first .jpg is OK (try .png for windows screen snapshots, the pictures are cleaner as .png is lossless). Your second .jpg starts to indicate a problem. The link below discusses Disk Queue length.

Use Resource Monitor to monitor storage performance - TechRepublic#.

The second screen has 5,689,623 total B/s, mine is 16,703,913 B/s, so your throughput is probably limited by your disk queue length. The disk queue length scale is 5 and mine is 0.05. This number is a slight problem. Average Disk Queue Length is a better indicator than Disk Queue length.

Taking into account that utorrent.exe is one of your executables, which is commonly used for a prohibited to discuss activity. The only ways to lower this disk queue length is defragment your drive, defragment your paging file, buy a second drive to put your downloads on (this should free up your system drive disk queue length), buy drives to add RAID to your system, or get a solid state drive. See the aforementioned link for why it speeds up your system.
