Your PC ran into a problem

So I go to turn on my PC for the first time today and notice all the screen was just a bunch of blue smudged lines so I turned off my PC and check all the cables and turned it back on and no problem but when I get to my desktop it said your pc ran into a problem and had this message where it was saved and all. Can anyone here checked what caused the problem if I upload the log?

Restarting

I downloaded 8.1 today everything seemed good but now when I turn laptop on the restart is in a loop. I've tried F8 but I don't get anything. Is safe mode different in 8.1?

I did a system restore and of course it deleted the logs lol but installed the new 14.2 drivers from AMD and havent had any issues so far
