Yes, my PC is very slow on boot and login and shutdown. But I don't have any problem after login to windows.
I've put some services in manual state and boot time decreased a little but still it takes about 4, 5 minutes.

Posting results for issues discussed here can minimize people having to diagnose all over again. On the condition that people search before posting

Sorry for the late reply. My problem wasn't solved exactly. It's minimized. Sometimes it is slow sometime it is fast.

I've done almost anything to increase the speed but no luck. So, I'm going to buy SSD to increase it. This is the last solution I think!

Shouldn't be last solution, overall responsiveness of the system is incredibly improved with OS on the SSD. My Firefox, Office programs and most other ones are opening in less than a second. Windows is completely usable 12 seconds after pushing start button even without using Hybrid Shutdown or having fast start in BIOS and all of that on a by no stretch of imagination top of the line computer.

    Hi there
Sometimes --especially if you have any USB 3 devices plugged in Windows takes a while to boot -- whether its checking the disks, looking for a boot rec on all possible devices or whatever - I don't know.

If you need to re-boot windows I'd remove ALL external devices except mouse / keyboard and network LAN (if LAN connected).

If you are using a desktop with a load of INTERNAL HDD's check the boot order in the BIOS otherwise the system can go looking through all the INTERNAL HDD's too for a bootable partition -- ensure the boot disk is nr 1 in the Boot priority and in the Disk order settings -- with SATA connections internal HDD's can be in any order irrespective of how they are connected on the Mobo.

An SSD is always a good idea even for an old system -- but also remove all USB external disks / sticks before booting.

    Cheers

Another thing that can slow down boot process is network connection if not signing in with local account. If network (internet) does not connect first, it may wait for it to sign in.

I don't know of anyone else reporting this as a specific cause of their Windows 8/8.1 boot process slowdown, but I discovered that my problem was caused by the Microsoft Start 8 Program. While I had that in place, my Laptop took 2-3 times as long to boot. Sometimes, I would even have restart my system as on occasion the Start 8 bar wouldn't load properly the first time around. Thus, I have now uninstalled Microsoft's Start 8 from my machine, which did solve my slow boot issue!

Until Microsoft comes up with something better for Start Functions that don't drastically slow down boot times and take up excessive CPU resources (With my Start 8, this was often well over 20%!), it's Classic Shell 4.1.0 for me!

    CHEERS!

I've bought a solid state drive about 2 weeks ago and have no problem in boot or system speed.
But maybe you are right, because I didn't have any problem with windows7 without SSD.
Maybe all is about win8.1 read/write process that causes slow down the system.
Anyway, I've installed many software and some of them are heavy, like: Siemens TIA Portal v12 + WinCC, Matlab, Proteus, ...
and all of them takes 5 seconds to load (maximum).
Start-up and shutdown time decrease to less than 15 seconds. (Also I have many programs on start-up time!)
And the most interesting is hibernate time. It takes less than 1 second! Even when many programs are running!
    I love technology!!!
    Cheers!
