If you'd like to make a desktop shortcut, which you could then drag to the taskbar, if you like, you can use this line in your shortcut:
%windir%\system32\dfrgui.exe

PS: There are many things that we used to have on our desktop as shortcuts, but on Win 8 or 8.1 they are just HARD to find.
So once I've found them I make a shortcut to them and put them in a little folder on my Utilities Disk.
Then I write a batch file to dump them on the desktop, during an install/Setup of the OS.
Things I have shortcuts to, include:
Quick Shutdown
Reboot
Defrag
Disk Cleanup
Control Panel
System
Restore
Life is simpler when you don't have to go hunting for everything you need.
