Error defragging Windows 8.1

I posted this on the Microsoft forums, but maybe i'll receive better support here. (they're no help unfortunately...)

When I try to defrag my hard drive I receive the following error:

What causes this error? How can I fix it?

What I've already tried:

chkdsk C:
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow
<reboot>
Problem persists.

None of those operations gave any errors.
I have a regular HDD (not a SSD).
I checked the SMART values - no problems.

This is the first time I've tried defragging since updating to 8.1.
So it may have been caused by updating to 8.1.

Are you trying to defragment from a command prompt ?

If so try this instead:

When I try that, it gets to: Pass 1: 0% relocated
Then it stops and doesn't go any further.

And an error is logged in the event viewer:

There is a good free defrag utility called Auslogics Disk Defrag that can be downloaded. I have used it for years. In my opinion it's better and faster than Windows ever had.

I know I could use a third party defrag program. But it bothers me knowing something is wrong with my OS. And I would like to get it worked out regardless :)

I would agree with that as it is best to find out what the problem is.
